Duties
Brief Description of Duties: This position is located within the Department of Health, Addiction Prevention and Recovery Administration (APRA), Office of the Deputy Assistant for Treatment. The incumbent serves as a Policy Advisor and is responsible for researching, recommending and supporting the implementation of clinical practice standards and policies for APRA operations and the District of Columbia system of alcohol and drug abuse services. Researches and recommends clinical practice policies and standards for the provision of addiction treatment services. Reviews and updates clinical practice policies and standards for provision of substance abuse treatment services. Develops reports and provides data analysis on publicly-supported substance abuse treatment services. Provides for the security of information, personnel, and physical Agency assets under his\her control or influence. Ensures the security and privacy of personal information, as required by the Health Insurance Portability and Accountability Act (HIPAA), and other laws and regulations. Incumbent evaluates ongoing and proposed activities, policies, and procedures for potential exposure of the District government to liability or unnecessary costs and makes recommendations to the supervisor as to ways to mitigate such risks.
Qualifications
Basic Requirements: Degree: Major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.
Selective Placement Factor #1: Expert knowledge of current health, mental health and social services techniques used to treat individuals with addictions and chemical dependence; and at least five (5) years experience treating individuals with addictions and chemical dependence; or
It is preferred that the incumbent possess a Masters degree and valid license as a Social Worker,
Psychologist, Psychiatric Nurse or Professional Counselor in the District of Columbia and have three (3) years experience treating individuals with addictions and chemical dependence
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Ranking Factor #3: Demonstrated ability to provide ongoing evaluation of clinical practices, and conduct utilization review of clinical services provided within the substance abuse treatment system of care.
Ranking Factor #4: Demonstrated ability to evaluate the efficacy of substance abuse treatment services provided to individuals with addictions and chemical dependence.
Ranking Factor #5: Experience establishing and maintaining effective working relationships with Administration staff within the Department of Health, District agencies and other community stakeholders.
Priority Consideration
Displaced Employee Priority Placement: Eligibles for the District of Columbia's Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
Employment Benefits
Employee Benefits: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon reemployment.
Residency Requirement
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
