Summary:  The Accounting Manager/Assistant Controller is primarily responsible for the overall accuracy of all information posted in the Deltek-Costpoint Accounting System, and will assist the Controller with the accounting, bookkeeping, month-end close and handling of all day-to-day operations of the accounting department. 
<br>
 
<br>
Essential Duties and Responsibilities
<br>

<br>
•Post  subsidiary and general ledger transactions (i.e. accounts payable, cash disbursements, and billing and cash receipts) in  Deltek-Costpoint accounting system. Review the adequacy and accuracy of supporting documentation and ensure proper accounting treatment is applied.
<br>
•Prepare detailed financial and funding source reports, reconciliations and analyses  as requested by the Controller, CFO and various Departmental Heads.
<br>
•Maintain the fixed asset register and prepare monthly depreciation schedules.
<br>
•Manage the Accounts Payable and Accounts Receivable functions, supervising tasks such as  voucher preparation and input, payment selection,  preparation of checks, and wire transfers.
<br>
•Communicate and liaise with Foundation's bank representatives regarding timely execution of wire transfers and payment requests in line with expected service levels for grantee and vendor payments.
<br>
•Handle the quarterly analysis and reconciliation of investment accounts to fund account balances. Prepare summary reports and ensure necessary corrective actions  are taken in a timely manner.
<br>
•Assist Controller in the coordination and execution of fiscal year-end closing tasks and preparation of audit workpapers/schedules. Serve as a primary contact in the day to day liaison with audit staff and manager.
<br>
•Support the preparation of Foundation’s annual Form 990 preparation and filing.
<br>
•Manage the annual 1099 review, preparation and filing process with regulatory authorities.
<br>
•Maintain the Accounting policies and Procedures manual and co-ordinate periodic update efforts.
<br>
•Proactively support Controller’s efforts in implementing and improving internal controls, processes and procedures. 
<br>
•Recommend best practice processes and controls and lead implementation efforts.
<br>
•Perform other special projects and duties as directed and assigned.
<br>
Month-end Responsibilities
<br>
•Prepare bank reconciliations for all operating bank accounts.
<br>
•Review and sign-off on all investment/trust account reconciliations.
<br>
•Perform several month-end closing tasks (e.g. revenue recognition, release of restricted assets, booking of journal entries, etc.) and co-ordinate the various month-end close activities that will ensure timely preparation of reports for monthly Senior Management and Board of Directors reports.

•Prepare depreciation schedules
<br>
•Perform month-end verifications to assure general ledger and supporting journals are in agreement.
<br>
•Print and review standard monthly financial reports and perform monthly balance sheet account analysis.

•Investigate and prepare variance analysis reports and supports as required.

Secondary Duties and Responsibilities

•Develop new processes where needed to improve existing processes.
<br>
•Support the Cash Manager/Assistant Treasurer in the preparation of  Cash Schedules for audit.

Qualifications
<br>
•Bachelor’s degree in Accounting or equivalent course work.
<br>
•Five to seven years experience in all aspects of accounting and well versed in issues encountered by Controllers.

•CPA strongly preferred.

•Experience with Deltek-Costpoint, Excel and Word are required.

This position will be part of the UKTI team at the British Embassy and will support the Vice Consul Trade & Investment responsible primarily for the Aid Funded Business and Financial Services sectors for the regions covered by the Washington Office (DC, MD, VA, WV, DE, NC). The primary focus of the position is to generate and deliver chargeable client work for UK companies interested in conducting business in Developing Countries through International Finance Institutes, such as The World Bank Group and the Inter-American Development Bank, and to feed opportunities, trends and intelligence to UKTI stakeholders and the UK. <br>

Government Contractor is looking for six analysts to staff and perform functions and operate all components of an Ops-Center 24 hours a day, seven (7) days a week, including all holidays and government closings. One of the six should be designated as Senior Analyst and have managerial responsibilities on-site. <br>
<br>
It is desirable that all the analysts have a Bachelors Degree as the preponderance of their time will be spent in collecting and analyzing open source and classified information for its potential impact on the many business programs that support the functions and goals of the agency. The analysts determine if the information has an impact on agency programs and then determine the proper routing of information to the affected program areas. Based on their analyses of the criticality and timeliness of the information, they also determine the means and speed at which the information is to be transmitted. The analysts may provide analytic summaries of information and prepare presentations or papers.  During the evening hours, the analysts prepare an overnight summary of worldwide events of interest to the senior staff and the agencies to aid senior leadership in their policy formulation and prioritization of work effort. During work hours, information is distributed as it is received.<br>
<br>
The analysts will develop a working knowledge of all the program areas and business functions within the agency to focus their analysis of what is important. Agency and Offices will also provide the analysts with items of interest on which to gather data and prepare reports. <br>
<br>
The analysts are further charged with developing an understanding of the agency’s roles and responsibilities in support of national programs. The analysts will use this knowledge to evaluate the magnitude and impact of disasters on critical infrastructures and the expected response in support of national level plans. The analysts provide key officials with immediate situational reporting and may assist in coordinating the expeditious response of the agency assets. The analysts use search protocols to comb open news sources for information.  They also receive, analyze, and distribute as appropriate information from field reports, Department of State, Foreign Broadcast Information Services, Overseas Advisory Council reports, and other sources.<br>
<br>
The duty hour analysts are also tasked to assist in intelligence analysis. The focus is two-fold. First, to ensure that senior leadership is aware of important developments and second, to analyze the data for impact on the agency’s business programs.<br>
<br>
The analysts also have emergency response duties.  They perform emergency notifications on a variety of systems, including generation of computer emergency notification messages, text messaging notifications, software designed to override television sets, and the public address system.  The analysts will, on a continuing basis, review the internal standing operating procedures and emergency protocols to ensure not only their own proficiency, but to enable them to review state of the art applications and protocols and to make recommendations on procedures, capabilities, and equipment. Analysts will assist in the planning and conducting of tabletop and functional exercises of interagency emergency plans. Analysts will be expected to have at least a general knowledge of exercise planning and evaluation methodology and practice.<br>
<br>
During normal duty hours of 7:00 am through 6:00 pm, analysts must conduct shifts of 8 hours apiece, in a manner to provide coverage during normal duty hours. After normal duty hours, there will be one analyst providing coverage. During emergencies or periods of heightened tensions, the analysts may need to adjust shifts to provide 24-hour coverage The analysts must also be prepared to deploy to emergency relocation sites and provide operational support.<br>
<br>
<b>PERSONNEL QUALIFICATIONS</b><br>
<ul><li>Specific knowledge of Emergency Support Functions and emergency response roles.<br>
<li>Specific knowledge of operation center policies, protocols and procedures governing analysts’ responsibilities, and actions as first responders.<br>
<li>General knowledge of National Incident Management System (NIMS) procedures, especially Incident Command System (ICS) command and general staff functions and emergency response roles.<br>
<li>General knowledge of techniques used in collecting, analyzing, prioritizing, and summarizing open source and classified information.<br>
<li>General knowledge of the principles and practices governing Homeland Security and Federal emergency response.<br>
<li>Ability to compile and write grammatically competent and accurate reports in compliance with established format, and with attention to detail.<br>
<li>Proficiency in the use of computers including the MS Office suite.<br>
<li>Ability to rapidly learn and understand agency programs and what issues impact them<br>
<li>The ability to remain calm, and maintain a professional demeanor under pressure.<br>
<li>The ability to succeed in a team environment.</ul><br>

<b>SPECIFIC TASKS</b><br>
<ul><li>Follow established guidelines and standard operating procedures.<br>
<li>Continuous evaluation of multiple information sources for items that may impact business programs.<br>
<li>Complete situation updates and reports daily and/or as required.<br>
<li>Maintain and complete running journals according to an established format.<br>
<li>Coordinate and liaison with homeland security oriented agencies and offices as directed.<br>
<li>Monitor and operate news, WAWAS, HSIN, and other reporting systems for events requiring Ops-Center action and/or reporting to higher authority.<br>
<li>Respond to emergencies and requests for action according to established protocols and leadership determinations and guidelines.<br>
<li>Provide briefings to agency leadership as necessary.<br>
<li>Maintain currency of internal directories and rosters.<br>
<li>Fulfill administrative duties as directed.<br>
<li>Be prepared to work under hazardous and pressured conditions in the event of an emergency<br>
<li>Ensuring that the equipment is operational.  The analysts perform and log daily functional checks on all equipment.  Problems with any equipment that cannot be corrected through routine troubleshooting are reported to and corrected by qualified technicians.<br>
<li>Supporting and responding to Senior Executives during conferences and meetings.  Providing audio-visual support.  Developing presentations. Assisting in establishing conferences. Assisting with automated data processing (ADP) support.<br>
<li>Serving as an extension to the Operations Center. During any crisis, the analysts will provide real time interface with the Operations Center including initiating, contributing to, or displaying the Operations Situation Log, exchanging pertinent information, conducting notifications, and generating or displaying operational briefs.<br>
<li>Under direction of the Director of Emergency Programs, monitors developing situations and captures relevant items for incorporation in briefs and/or reports.<br>
<li>In coordination with the Operations Center staff, establishes and maintains contact with officers and staff in other agency operations centers. Under direction of the Operations Center supervisor, conducts research via the intra/internet and performs analysis for impact on programs of interest to the agency.<br>
<li>Conducts recurring surveys of inter/intra-net sources on areas of known interest.<br>
<li>Enforces security protocols established for entering visitors and maintaining the Access Log. Conducts security sweeps to ensure classified documents have been secured.  Coordinates with agency staff for the regular back up of critical information to ensure availability during continuity of operations plan activations or exercises.</ul><br>
<br>
<b>SECURITY CLEARANCES</b><br>
This position requires access to classified information at the TOP SECRET level. All analysts must possess a current TOP SECRET clearance. Additionally, the duty-hour analysts must have, or be capable of attaining, a Sensitive Compartmented Information (SCI) clearance within a six (6) month period from submission. If SCI is not attained within this time period, a replacement must be on board within two (2) weeks.<br>

<b>PERIOD OF PERFORMANCE</b><br>
The base period of performance begins October 2008, or date of award, whichever is later, for 12 months, with options to extend the contract in 12-month increments for an additional four years.<br>

<description><![CDATA[DC START (District of Columbia Student Assessment and Resilience Team) is a school-based service comprised of masters-level clinicians who assess children and youth using a multi-disciplinary instrument (the Well-Being Assessment Instrument, or WellBAT).  The clinicians provide appropriate preventive and intervention treatment that is research-based, develop and monitor integrated service plans (with the aid of an inter-agency database, CHARI), and, where appropriate, develop discharge plans that can include follow-up services. Serving children and youth, DC START clinicians are available during and after school hours and throughout the summer.<br>

Each DC START School-Based Clinicians will:<br>
<br>
•Work on a flexible schedule, including, on occasion, evenings and weekends, to provide year-round and continuing therapeutic care to children and their families subject to supervision by the District of Columbia Public Schools (DCPS) and the District of Columbia’s Interagency Collaboration and Services Integration Commission (ICSIC);<br>
•Provide training and technical assistance to school staff on the DC START model to ensure that appropriate and sufficient referrals are made to the program by the participating schools; <br>
•Obtain a consent and waiver from the parent or guardian for each referred case using the ICSIC consent and waiver form;<br>
•Provide all project assessment and intervention services in natural settings including homes, school and community settings;<br>
•Complete multi-disciplinary assessments utilizing the WellBAT;<br>
•To facilitate assessment, treatment planning, and monitoring activities, collect data from ICSIC member agencies, family members, and community-based agencies as indicated in the ICSIC consent and waiver;<br>
•Maintain case files on CHARI, as well as required paper files, in a timely and complete manner;<br>
•On the basis of the WellBAT assessment, develop and implement: treatment goals across multiple domains (where appropriate) and integrated treatment plans to resolve the unmet service needs of the clients and members of their households;<br>
•Regularly monitor the intervention outcomes using CHARI and other resources;<br>
•Where appropriate, deliver Child-Centered Play Therapy (CCPT) or Cognitive Behavioral Therapy (CBT) services to clients in a school-based setting;<br>
•Limit therapeutic sessions to no more than 21 sessions;<br>
•Attend scheduled CCPT and CBT training sessions provided by ICSIC and DCPS; and<br>
•Participate regularly in the individual and group clinical supervision sessions provided for DC START by ICSIC and DCPS.<br>

The British Embassy is seeking to recruit a new officer to work in its Political team within the Political, Economic, and Public Affairs group (PEPA).  The team is responsible for analysing US politics at the federal level and state level.  It also oversees the Embassy’s advocacy efforts with (a) Congress and (b) local regional governments (the states of Virginia, Maryland, West Virginia, and Delaware, as well as the District of Columbia).<br>
<br>
The Political Officer’s role will be to co-ordinate the Embassy’s outreach with local regional governments, pulling together a coherent strategy for all departments that maximises the UK’s interests with each state and DC.  The officer will also help the Ambassador and other political officers on important work in support of the US-UK bilateral relationship.  This will involve some speech-writing for the Ambassador, research into federal, DC and local organisations, and connecting with US-UK bilateral networks that operate outside government.<br>
<br>
This position will report to the Head of the Political team, but the officer will also work closely with the Embassy’s senior management.<br>
<br>
Duties and Responsibilities:<br>
&#61623; Co-ordinate the Embassy’s advocacy with State governments and DC, by pulling together into a coherent whole the various different departmental outreach efforts.<br>
&#61623; Set up and oversee an internal Embassy network of officers with responsibility for outreach to these local/regional governments, and keep these officers up-to-date with news of all Embassy interactions with these governments.<br>
&#61623; Ensure that the Embassy takes advantage of UK Ministerial and senior official visits to these states and within DC – especially in policy areas that might be tangential to the core goals of that visit.<br>
&#61623; Deepen Embassy links with key officials in the state governments of Virginia, Maryland, West Virginia and Delaware, and the District of Columbia, including through [at least] one annual visit to each state capital.<br>
&#61623; Write short speeches for the Ambassador that he gives frequently on a wide variety of issues, to a vast array of people and organisations.<br>

Minimum Qualifications/Experience:<br>
&#61623; 3-4 years work experience in, or deep knowledge of, state and/or local government (preferably in the states mentioned above).<br>
&#61623; Strong interpersonal skills, notably the ability to maintain good relationships with contacts at all levels, such as the Ambassador, key interlocutors in state governments, and all Embassy officials.<br>
