FOUND: Silver and gold ring with Ivory carved face. (outside starbucks on Pennsylvania ave SE)

I found a ring outside the Starbucks on Penn. ave SE ( just behind the Capitol) I'm guessing its a size 7-9. It is silver with some gold detail. It has a small ivory face carving on it.
You tell me what the inscription says, and I'll be happy to reunite you with your interesting ring!
