Please, Help (Va)

Yesterday 2 beautiful Himalayan cats were dropped off at our grooming, doggie daycare store by the lady who claimed that she found them at the CVS parking lot, which is b/w intersection of Old Keen Mill Rd and Rolling Rd in Springfield. She said that she contacted Animal Control and they would come to pick them, however when we called the animal control they said that the report had never been made.
So we just think that the"nice" lady just decided to get rid off them.
Animal control does not deal with lost and found cats, Humane societies don't have room for them and we did not have any luck contacting rescues.
Our place is not a shelter and not designed to have cats here, moreover it looks like these cats have never been around dogs and look terrified when see or hear the dogs barking.
I would take them home and foster them until find them a permanent home but I have 3 big dogs.
They are not comfortable here, they can not walk around or play, they have to stay in the crate. Saaaaaddd.
I was wondering if somebody can take them home or may be somebody from rescue organizations can help with fostering and finding them homes. They are both very beautiful and sweet.
We had to shave an older brother because he was covered with matts, but he still looks beautiful.
