Why FLAG free kitten ads?

Why would anyone want to flag someone who is trying to rehome a kitten for free or for a modest fee of $20? Could it be because someone else is trying to make $250 adoption fees and can't deal with the competition of a free or minimally charged fee? With the economy the way it is, it is going to get harder and harder to place an animal that comes with such a high "adoption" fee. Yet there are thousands of people who would take a lifelong pet for free. I have also wondered if some people "collect" animals to put on CL with the intention of collecting the $250 adoption fee, yet haven't spent a dime on the animal. Hmmm How long will it take before these people flag this post????
