Under the direction of the HR Service Center Director manages the HRMS and HR Records function of the Division. <br>

Essential Responsibilities:<br>

1. Manage the administration, use and integrity of the HRMS as a tool for enhanced services and reporting, to assist in workflow automation and support business activities. <br>
2. Ensure appropriate and proper level of system security and access to the HR Management System. Review, approve and submit security access forms for new, modification and termination of personnel access. Track all users to include their access level. <br>
3. Provide customer service and support to internal and external customers. <br>
4. Oversee and process personnel actions into the HRMS and coordinate with Payroll to ensure accurate employee paychecks. <br>
5. Design, develop and run queries; analyze data, identify trends and create presentations for directors and executive team. <br>
6. Assign work, train and manage employee performance for the HRMS staff. <br>
7. Research and resolve issues regarding personnel action requests and issues related to scope of position. <br>
8. Design and implement validation processes (requiring coordination with various other departments) that ensure accurate employee paychecks. <br>
9. Manage and/or participate in projects related to automation of processes and tasks within the department. <br>
10. Review information entered into system to ensure accuracy and delegate corrective action for incorrect information. <br>
11. Supervise subordinate workloads and tasks to ensure completion and accuracy. <br>
12. Serve as main contact for HRMS-related matters between various other departments (IT, Knowledge Management, Payroll, Field HR offices, etc.). <br>
13. Manage the storage, maintenance and security of employee personnel files. <br>
14. Coordinate review and supply copies of employee files to external Government and Private Agency investigators. <br>
15. Serve as contact for internal and external auditors regarding audits of HRMS and HR Records processes. <br>
16. Design, develop and run queries/reports for HR field representatives. <br>

Perform all other position related duties as assigned or requested. <br>
Bachelor's degree in Human Resources, Business Administration or Computer Science preferred and at least seven years of job-related experience or equivalent. Working knowledge of HR management systems and report writing systems, such as ADP and Reportsmith; Microsoft Office – Excel; human resource policies, practices and procedures; good written communication; organizational skills; and ability to perform detail-oriented work are required. SPHR/PHR preferred. Position may require travel. <br>

Provide Human Resources (HR) support through technical and analytical responsibilities to include maintaining accurate, current and legally compliant information in the HR Management System (HRMS); configuring and testing system changes; report writing and quantitative and qualitative analyses of data. <br>
1. Administer HRMS configurations and processes to provide enhanced services/reporting, workflow automation and business activities. <br>
2. Assist in the development of strategies, processes and procedures to support the HRMS needs of our internal and external customers.<br>
3. Research and impart guidance to members of the HR, Finance and IT staff to ensure data integrity and accurate results for employees and business operations. <br>
4. Conduct system testing in conjunction with modifications and implementations.<br>
5. Liaison with vendors for data transmission and receipt.<br>
6. Design and conduct ongoing audits of all data maintained in HRMS and correct deficiencies.<br>
7. Design, develop and run queries/reports; analyze data, identify trends and prepare reports and presentations with rationale and conclusions. <br>
8. Prepare analyses on an annual basis, or as needed, to determine the competitiveness of the Company's compensation and benefit levels.<br>
9. Work closely with end-users to identify informational needs and provide functional and technical assistance to include developing and delivering HRMS training.<br>

Bachelor's degree in Human Resources, Business Administration or Computer Science preferred and at least four years of job-related experience or equivalent. The Human Resources Generalist manages the Foundation’s payroll and benefits functions, including reconciling assigned general ledger accounts. The position is responsible for the traditional HR functions, such as maintaining employee records, employee training, orientation, maintaining the employee handbook, and recruitment efforts. PRIMARY DUTIES<br>
Payroll:<br>
• Processes bi-weekly payroll and maintains payroll records for all new employees, including W-4 information.  Maintains calendar indicating scheduled pay increases and dates when employees are to be added to benefit programs that require payroll deductions.  Explains to employees about direct deposit and savings options.<br>
• Enters hours and special pay or deductions on weekly payroll worksheets. Totals and balances worksheets against departmental information submitted by supervisors.<br>
• Makes any required changes to employee information such as change of address, withholding or regular deductions. Processes child support deductions and garnishments, and requests checks for appropriate recipients of these funds.<br>
• Records tardiness or unauthorized personal time, sick, personal, and vacation leave on payroll records. Maintains FMLA records. <br>
• Prepares manual payroll checks as required in case of payroll errors or terminations.<br>
• Reconciles payroll account with monthly bank statement.<br>

Benefits Administration:<br>
• Enrolls and terminates employees in the benefits plans as appropriate.<br>
• Assists with insurance claims.<br>

The ideal candidate will oversee all Human Resources functions, including recruiting, hiring, discipline, labor relations and discharge, oversee the maintenance of all personnel records and ensure compliance with policies, laws, and regulations regarding the HR function. <br>

Duties include but are not limited to: <br>
* Guide Human Resources Department in all daily/annual Corporate initiatives<br>
* Implement recruiting functions, including scheduling job fairs; recruitment advertising and recruiting of non-profit volunteer groups. <br>
* Manage the Labor Relations process, inclusive of CBA<br>
* Train management on labor relations matters in general and industry/site specific<br>
* Work with local counsel, Corporate Human Resources when necessary through negotiations/grievance process if and when applicable<br>
* Oversee hiring process. Ensure that hiring is done according to all applicable laws, paperwork is completed and new/re-hire evaluations are performed. <br>
* Implement and organize discipline and discharge, grievances and assist in union negotiations <br>
* Conduct investigations, prepare cases, recommend courses of action, and work in conjunction with counsel on grievances, EEO proceedings, workers compensation, and other labor relations' issues. <br>
* Act as internal consultant for other department managers and supervisors on employee relations, legal issues, and collective bargaining agreement administration and interpretation. <br>
* Coordinate staff training and incentive programs<br>
* Scheduling and staffing of concession employees, preparation of temporary worker sign in sheets and tracking of temp workers. <br>
* Process all employment verifications. <br>
* Implement annual/routine employee programs <br>
* Auditing files: assisting with economic assistance forms and letters, maintaining employee bulletin boards, posting job openings, and safety information, other duties as assigned <br>
* Coordinate company service events as necessary and appropriate. <br>
* Setup and supervise hiring fairs, meeting, and community events to promote the employment potential. <br>
* Generate/originate publications and policies <br>
* Update employee manual and other employee publications as needed by change and updates to such publications. <br>
* Coordinate and implement preparation of human resources reports. <br>
* Supervise production and mailing of monthly newsletter. <br>
* Generate annual/routine reporting of HR Department <br>
* Drive special projects as needed.<br>
Bachelor’s degree in HR Management or related field and 3-5 years experience in HR field.<br>

Union experience in a leadership role is mandatory, must have an excellent knowledge, understanding of NLRA and related proceedings.<br>

2.	Conduct reference and background checks on applicants as necessary.

4.	Establish and maintain relationships with hiring managers to stay abreast of current and future hiring and business needs.

5.	Evaluate recruitment and selection criteria to ensure conformance with SDVI standards.

6.	Inform potential applicants about benefits and job or career opportunities within SDVI.

7.	Arrange for interviews and provide for travel arrangements as necessary.

8.	Interview applicants to obtain information on work history, training, education and job skills.
<br>
9.	Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act.
<br>
10.	Perform searches for qualified candidates according to relevant job criteria, using computer databases, networking, internet recruiting resources, recruiting firms, employee referrals and other means as required.
