Summary
The Finance Director is responsible for all financial and fiscal management aspects of company
operations, under the direction of the GIS President. The Finance Director provides leadership and
coordination in the administrative, business planning, accounting and budgeting efforts of the company.
Oversees all accounting functions including those necessary for auditing, budgeting, financial analysis, capital asset and property management and payroll in accordance with generally accepted government accounting principles and the board policies and procedures, and all other applicable rules and guidelines.
Approve and coordinate changes and improvements in automated financial and management information systems for the company.
Ensure compliance with local, state, and federal budgetary reporting requirements.
Oversee the approval and processing of revenue, expenditure, and position control documents, department budgets, mass salary updates, ledger, and account maintenance and data entry.
Coordinate the preparation of financial statements, financial reports, special analyses, and information reports.
Develop and implement finance, accounting, billing, and auditing procedures.
Establish and maintain appropriate internal control safeguards.
Interact with other managers to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
Ensure records systems are maintained in accordance with generally accepted auditing standards.
Recruit, train, supervise, and evaluate department staff.
Core Competencies
The Finance Director must demonstrate the following competencies. These core competencies represent effective administration of GIS USA and its programs fulfilling GIS USA mission.
Management: Maintains effective systems of internal controls to account for all receipts and expenditures of funds. Manages corporate funds to maximize the earnings under the federal regulations. Develops options available to the board for using corporate resources to support on-going development of projects.
Job Knowledge: Understands the technical aspects of managing a nonprofit organization; provides advice to its Board and staff directly and/or solicits guidance from experts. Understands the duties and responsibilities of the position and keeps job knowledge up-to-date. Clearly understands, supports and defends GIS USA capital driven solution ideology and philosophy. Supports the methods the project mission of the organization and continuously works to promote GIS USA and achieve its goals.
Initiative in fulfilling the goals of the organization: From interactions with staff, and relevant political operatives, the financial director recognizes and brings to the attention of the president issues that affect the organization, and implements plans to reach organizational goals as determined by the president. Displays initiative in developing action plans and resolving problems as they occur, in consultation with the president and other members of the executive team.
Communication: Communicates effectively with multiple audiences using a variety of formats. Examples include: written communications that clearly outline the situation and action items; verbal presentations and briefings to the research and education managers, and other parties; presenting at local meetings and to outside groups regarding a variety of issues affecting GIS USA.
Dependability: Seeks increased responsibility while remaining conscientious, thorough, accurate, and reliable with respect to achieving the organizations goals, and the needs of the president, especially the Visionary and staff. This includes being available and responsive to issues and concerns as they arise.
Qualifications
In-depth knowledge of the management process, especially as it applies to growth and long-term planning.
Financial/accounting skills to manage an organization budget of up to $150 million annually.
Effective leadership and organizational skills.
Effective oral and written communications skills.
Ability to plan organization-wide activities (setting objectives, developing strategies, budgeting, developing policies and procedures, and organizing the functions necessary to accomplish the activities).
Skills in staffing effectively; selecting, training and developing employees; directing employees toward desired objectives; delegating, motivating, resolving problems; and controlling the functions (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate)
Public Speaking Experience
Prior Military Experience preferred
Secret security clearance or above preferred.
Education and Experience
Completion of a Masters Degree in Finance or Accounting, ten years of experience in a senior-level finance or accounting position, and a CPA.
5 + years high-level administrative experience in preferably in related field of security management serviced.
Extensive knowledge and interest in Finance issues and security industries.
Experience in strategic planning and execution.
Knowledge of contracting, negotiating, and change management.
Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.
Knowledge of automated financial and accounting reporting systems.
Knowledge of federal and state financial regulations.
Ability to analyze financial data and prepare financial reports, statements, and projections.
Work requires willingness to work a flexible schedule.
