Develops, maintains, updates, revises and distributes personnel policies and procedures.
Advises managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommends needed changes.
As a member of the Senior Management team, participates in the strategic planning process.
Keeps current on all applicable laws and regulations governing the agency related to personnel issues and informs supervisor of such.
Ensures compliance with federal, state and local employment laws.
Maintains personnel records in accordance with governmental regulations.
Researches and maintains all employee benefits and benefit plans.
Administers compensation, benefits and performance appraisal/management systems.
Administers the Equal Employment Opportunity (EEO) and Affirmative Action (AA) programs for the company. Serves as the agency’s designated EEO/AA Officer.
Ensures that management maintains appropriate hiring practices.
Ensures supervisors are selecting and/or rejecting applicants in conformance with legal requirements, particularly EEO guidelines and departmental policy.
Assists supervisors in understanding their role in the total company affirmative action program.
Allocates human resources, ensuring matches between personnel.
Identifies staff vacancies, and recruits and recommends applicants.
Develops and evaluates interview questions in accordance with federal and state law.
Develops, administers and evaluates applicant tests.
Conducts exit interviews to identify reasons for employee separation.
Performs difficult staffing duties such as dealing with understaffing, mediating disputes, terminating employees, and administering disciplinary procedures.
Provides support to management staff to ensure appropriate handling of personnel-related issues.
Prepares and files personnel-related government reports as necessary.
Participates in training new staff with regard to personnel policies, procedures, employee benefits, rules of conduct, and organizational work practices.
Maintains records and compiles statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
