Senior Analyst: Protected Resources Communications Support
Ocean Associates, Inc. (OAI) is seeking a senior analyst to support the NOAA National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) in Silver Spring, MD. OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.
This position will be responsible to support OPR in developing an effective communications program, to highlight the importance of its work to its key audiences. Specific actions include implementing major communication rollout plans associated with: new activities, release of reports to Congress, publications of final rules, involvement at high-level meetings and other activities.
Duties and responsibilities:
Assist with creating and implementing roll-out plans (including all interested stakeholders for each plan)
Assist with development (design and layout) of outreach materials and communication materials (graphic) dealing with protected resources.
Assist with graphic design.
Assist with outreach event planning in support of protected species priorities.
Develop the structure and content for materials for diverse public stakeholders and other interested groups, to increase awareness and viewership of OPR activities.
Develop new materials and improve existing ones to comply with NOAA/NMFS requirements and serve their various needs (i.e. briefings or meetings).
Create a process for keeping materials up to date.
Coordinate activities with OPR website developer, and with NOAA Fisheries and NOAA offices of communications, for reaching the public about NMFS protected resources activities. </li.
Communicate with key Office of Protected Resource stakeholders by researching and writing web feature stories, news releases, fact sheets, and other outreach materials for the office and its programs.
Write, review, and edit key messages, talking points, briefing materials, newsletters, and presentations.
Identify key audiences for and tailor message content and delivery of communication plans for Office of Protected Resources regulatory actions and announcements.
Participate in the development, implementation, and evaluation of the Office's strategic communications and engagement plan.
Seek ways to improve relationships and coordination with Federal, State, industry and environmental NGO partners and constituents by representing the office at scientific conferences, facilitating coordination and partnership meetings, and assisting the development of tailored engagement campaigns.
Write, review, and approve web content though Drupal Content Management System to ensure office web content is up-to-date, easy to understand, and easily accessible; coordinate web page strategy with office webmaster and web team; and participate in the Fisheries Web Council.
The position is for full-time work, 40hrs/week.

Required minimum education, knowledge, skills, and experience:
A Bachelor's degree in fisheries science or a related field. plus three (3) years of experience in related field to the stated duties or combination of such totaling seven (7) years combined education/experience. A Master's Degree may be substituted for experience.
Expertise in copy editing/technical writing (i.e. talking points, producing written materials (conference documents, meeting presentations), outreach products, or fact sheets).
Ability to communicate technical information in written forms to a general audience.
Motivated, proactive, and a self-starter.
Experience with PowerPoint presentations (i.e. design, flow, messages).
Experience in producing electronic newsletters for email distribution, including approaches for highlighting key messages.
